a fool, a silly, empty-headed person. The galah is a species of Australian cockatoo which characteristically con-gregates with others and 'chatters'. A rural catchphrase in currency before World War II was 'as mad as a (gum)tree full of galahs'. The word is pronounced with the stress on the second syllable.
